Mankato Free Press: Open enrollment’s greatest impact is in small school districts

EXCERPT: “Open enrollment has increased across Greater Minnesota over the last decade, according to research by the Center for Rural Policy and Development. The percentage of students choosing to open enroll in rural Minnesota districts increased from 9 percent in 2006-2007 to 15 percent in 2016-2017. For non-metro districts that are regional centers, open enrollment increased from 3 percent to 5 percent. There were 25,000 open enrollments in rural districts last school year, up 50 percent from 2016-17.There were 15,000 open enrollment students in regional center districts, a 108 percent increase. Rural districts were more likely to see a net gain in students because of open enrollment while regional center districts were more likely to see a net loss, the Center for Rural Policy and Development found.” FULLSTORY: http://bit.ly/2GCrYew
